I'm into Chapter 4, Using Custom Icon Images.  I was able in the previous section to rename the Recycle Bin and change the InfoTip text.  But I've had no success in changing the Icon. 

I first used an icon editor to change the color of the circular arrows on the two Recycle Bin icons from green to red and to pack them into an Icon Library (ICL) file.  I  backed up the values in the DefaultIcon key and then pointed the the (Default) and Empty keys to the ICL file, with an index value of 0.  I cliicked the desktop and hit F5.  The desktop refreshed, but the Icon for the empty Recycle Bin didn't change.

I then tried to simplythings by using separate icon files.  When that didn't sork, I renamed the icon files to eliminate spaces and special characters.  I even eliminated the environment variable I had been using.  Nothing worked.

The final simplified path I used for the (Default) and Empty keys was

    C:\C0\Icons\RecycleBinEmptyRedArrows.ico

The icon file is good, becacuse I was able to assign it to a test folder I created on the desktop.

I'm out of ideas.  Any help would be greatly apprciated.
